fix: update anchor to 0.30.1 and fix breaking changes

- anchor-lang: 0.29.0 -> 0.30.1
- anchor-spl: 0.29.0 -> 0.30.1
- solana-program: 1.16.20 -> 2.x (inferred from anchor-spl)
- Fix token_prog -> token_program naming
- Fix ctx.bumps access for Anchor 0.30.x API
- Update declare_id! with new vanity address

Build now passes successfully.
